PAUL IS A MANTICORE.

Notes:
-IS A KID. Age 12, hits 5ft even, if that.
-Voice sounds like that of someone in their 20s for some reason.
-Is a grump to literally everyone, consider this blanket permission to get back at him if he is a dick to your character.
-Only his middle tail contains paralyzing venom! The twin tails are just for stabbity stabbing and pinning things down.
-As of November 2016 he's done changing! But his wings are still small, and he isn't ready to fly yet. Sometime next year they will "evolve" and be big enough for him to fly. They'll look like Honchkrow wings, the same pokemon he gets his fluffy white fur ruff from.
-Pokemon he takes after include:
Electabuzz/Electivire (Stripes, feet, twin hidden yellow tails)
Murkrow (Wings)
Honchkrow (Ruff, later wings)
Sneasel (Ears-ish, later feathers)
Drapion (Middle tail)
His travel form will eventually resemble that of a shiny glameow, just less cartoonish looking and stripes. Or maybe I'll just make him a Litten WHO KNOWS YET.

Canon: Pokemon Diamond and Pearl (Anime)
Overview: So everyone pretty much knows who Ash Ketchum is! Friendly guy, kind of (really) stupid, good at pokemon. Friendship is cool!1
Paul is the other side of the metaphorical coin to Ash Ketchum! While they have the same goals, Paul is cold, distant, cruel, disciplined, and could not give a damn about the bullshit power of friendship. He believes in only his own strength, and doesn't care to soften his blunt opinions to spare feelings and aims for kneecaps in battle. He can come around to caring about people on the rare occasion--it takes REPEATED meetings for him to even think of someone as significant enough to remember their names-but only with quite a bit of effort. In general he keeps himself deliberately closed off and distant.
Motivation: He will gladly participate solely to go home. He has to get back to Pokemon training :| Would also do so for a couple of the Pokemon he is particularly fond of. (His starter, Torterra, or his Electivire).
Powers: He is a normal human! Really good with strategy and jumping to high places idk he's inexplicably a ninja. IF he can have one Pokemon and it be completely depowered that would be great :|a Like his Electivire turned back into a harmless Elekid or something, whatever works!
First-Round Death? Wooould rather not but if you're lacking on volunteers this tiny asshole will gladly curse them all from beyond the grave.

Appearance: like his icons! perpetually grumpy looking kid, with a voice that sounds way too old for him. The only difference clothing wise is that his pants and shirt under his jacket are the slacks/blouse from the uniforms of Aather. Has a ridiculous flaming pokeball tattoo on his upper right arm.
Character Name: Torrent (Paul)
Unit: Celeste
Description of powers: Very agile and lean and muscular, but otherwise a normal kid! Picked up some fairly decent hand to hand self defense skills while in Aather. His main tool would be his pokemon, Elekid, which uses a variety of physical, defensive, and electric based moves.
Strength/Extent of powers: Depending on what stage it's in, Elekid's attacks do a varying amount of damage. As Elekid it is at its weakest peak, but still capable of stunning opponents. Mostly because being electrocuted by anything freaking hurts.
Innate: Yes! I'm not counting Paul's ability to strategize as a skill since he has all his memories, but everything Elekid does has to be regained. And Elekid will FEEL like it's made out of electricity/can feel a bit static-like if someone pets it, but it is completely unable to discharge any electricity until it gets a skill back.

Effect of the powercap: Paul's physical skills are that of a normal athletic human/teen, elekid's are also under the power cap! They will become far stronger as he evolves and then will be capped. (For example, Elekid's Thunder could definitely stun/hurt someone, while Electavire's Thunder can rip through the freaking ground and cause major property damage).

[for Breeze, Clue, Gust, and Hail, respectively, there's a cute winged necklace, a pair of brass knuckles with SPIKES, a very nice knife (for cooking or otherwise!!), and a tiny plain, but cute deadpan turquoise colored teddy bear. There are two notes alongside the items]
